A major element of healthcare reform being discussed is improving personal healthcare records such that they are more accurate, availability and (the key) digital. One significant problem, say most experts, is ensuring that your personal healthcare records do not fall into the wrong hands.

A recent article in CNN-Money posed the question: Who actually owns your health records?

According to the article, hospitals currently assume the liability, but the model is shifting to one where the patient controls the data and whether or not it is put online. The article goes on to say that:
